▶︎ tchncs.de is run by a private individual in Germany instead of a formal association or other organization. It has been, however, one of the earliest public servers in the Matrix universe and thus already has a relatively long track record. tchncs.de also runs one of the larger Mastodon instances, so there are quite a few users invested in this ecosystem.

While many of their services require membership, their Matrix server is currently open for public registrations (you need to register via their Riot instance at https://webchat.weho.st/ but can use any Matrix client afterwards). Their Matrix homeserver has a good and relatively long track record.
